两票执行不到位

目前煤矿井下电气作业依赖于“两票”管理制度，现有工作票存在安全措施缺少完备性分析、操作票缺少防误逻辑判断等问题，且流程繁杂，包含大量人工确认工作，效率低；作业过程中缺少技术防误手段，存在误操作伤人及设备损坏的问题。
